This building as the Council Chamber of the King Parakramabahu. There are 4 rows with 12 stone pillars in each raw. Each pillar is decorated with carvings. The Council chamber is 75 feet in length and 33 feet width. There are two moonstones located at the beginning and the middle of the staircase, and can see a Sadakada pahana belonging to the Polonnaruwa time at the entrance. which is identified as a UNESCO World Heritage Site.
